Can you do that? Can you actually create a tax that “penalizes” homeowners with solar energy systems? That’s what the proposed NEM 3.0 is trying to do. Right now, more than 1.3 million homeowners have rooftop solar systems in California, but that’s in large part because they have been incentivized through a policy known as Net Energy Metering. The policy allows solar system owners to “roll back” some of the cost of their electric usage each month.

Unfortunately, the NEM 3.0 proposal includes an 80% reduction in payments for excess solar energy and adds an $8 per kW monthly charge for solar customers. But this is ONLY a proposal. Experts and advocates of solar have been up in arms about it. So much so that Governor Newsom stated that there is still “work to be done” with the proposal – recognizing that the move would penalize those who want to save energy and protect the environment.

Due to public outcry, the deadline has been delayed. In fact, another proposal could be on the table. And even if the current proposal is passed, Governor Newsom could block it, offering a clear win for renewable energy system owners.
